QUESTION OF MANCHURIA. CHINESE GRIEVANCES STATED, (Received November 5, 7.25 p.m.) TOKIO. Nov. 5. At the Pacific Relations Conference a debate on the Manchurian question was opened in a tense atmosphere. However restraint and moderation characterised the attitudes of the Chinese and Japanese delegates. * The grievances and demands of China were outlined and illustrated. The Japanese delegates then explained the existing situation* There was apparent a wide divergence, hut the analogy of the extraterritorial settlement suggests the possibility of a compromise. To-day's work has cleared the ground for a discussion of the generai principles and for the approach and study of detailed problems in the next two days.
