DEFENCE OF AUSTRALIA.

SPEECH BY SIR G. RYRIE. Australian Press Association—United Service GENEVA. Sept. 16. The High Commissioner for Australia, Sir Granvillo Ryrie, in a speech before the Mandates Committee of the League of Nations, deprecated references by certain previous speakers to tlio temporary mandates. He said they might cause great harm. There was inadequate appreciation in manv quarters of what the mandates system really implied. l'or example, dealing with natives of the most primitive mentality in such a wide area as Now Guinea was an almost insuperable task. But impartial observers were agreed that after eight years of administration the natives of New Guinea were happy and contented.

Sir Granville paid a tribute to the services of missions in New Guinea, which were saving Australia considerable expenses. " I. say that as far as New Guinea is concerned Australia is fully seized of her obligations, and that affairs are soundly administered within the spirit and letter of the Covenant," ho concluded.
