Steamers on the South Island-Melbourne mail service, for which the Government is inviting tenders, are not to be exempted from the payment of harbour dues as are those engaged on the transpacific inail runs.

" It, is my opinion that no shipping service should be exempted from harbour dues," said the Postmaster-General, Hon. J. B. Donald, yesterday when this aspect of the mail contracts was put to him. " Whether exemption clauses should be included or excluded from the proposed contracts was put to me," he added, " I declined to agree that the service should be free of dues, as I do not think that such action is fair to tli6 harbour boards."
