EVICTION FROM HOMES. DECREE ISSUED BY SOVIET. Times Cable. LONDON, March 6. The Riga correspondent of the Times says that the Soviet has issued a decree evictiug from their homes ail non-workers whose incomes exceed £3OO a year without providing them with other dwellings. The evictions do not require any legal procedure, but merely the local authorities' administrative eviction order. The Soviet authorities estimate that 25.000 people will be evicted in Leningrad alone.
