Nov 2\ A messago from Washington says the President, Mr, Coobdge. is understood to be willing for the Secretary of .State, Mr. F. 11. Kellogg, to reopen the negotiations with tho foreign Powers to obtain approval for the reservations proposed by tho United States Senate in voting the adherence of America to the World Court.
The Washington correspondent of the New York Times says 15 Republican sonatois who had breakfast with Mr. Coolidgo to day carried away the impression that. the President appears to bo inclined to ninke another effort to bring tho United States into membership of the World Court.
The President discussed the legislative programme with tho senators. They learned that lie is anxious to "round out" his Presidential career with the ratification of the Kellogg pact, Iho enactment of tho 15 cruiser bill, and nn arrangement with the Powers signatory to tho World Court protocol whereby the obstacle to America's adherence offered by the Senate's reservations could be overcome. It was apparent to certain of the senators that to bring this Government to membership of tho World's Court is a matter dear to the President's heart. There was no disclosure to indicate that exchanges for overcoming the difficulties raised by tho Senate's reservations had been initiated with the Powers, but their knowledge of Mr. Coolidge's way of doing things gives colour to their surmise that negotiations arc already in progress.

Tho American Legion has endorsed the President's naval programme. The national commander, Mr. Taul McXiitt, stated in an address to-day that it was America's answer to (ho failure of the Geneva conference. It was tho only answer tho other nations of the world would understand.
