REPARATION PROBLEM.
FRANCE PREPARES TO CONFER PREMIER CONSULTS EXPERTS. Times Cable. LONDON, Nov. 15. Tho Paris correspondent of the Times says the new Cabinet has approved the programme of the Premier, M. Poincaro, for the session. No legislation will bo introduced, but tho Qovernment will concentrate on the passago of the Budget before tho end of tho year, and upon a settlement of the reparation problem. M. Poincare to-day conferred with the British Ambassador, Sir William Tyrrell, also with French bankers, about tho movement of Government stocks. Tho Foreign Minister, M. Briand, and M. Poincaro conferred with ITerr IToesch, German Ambassador. As a result of these conferences a combined memorandum will be sent to each Government concerned in tho reparation question. It is believed that the procedure for tho conference on the subject will shortly bo completed.
Tho fact that M. Poincaro lias handed over tho Budget to M. Cheron, the new Minister of Finance, enables the Premier virutally to become Minister of Reparations.
