POWERS AND TANGIER.
REPORTED AGREEMENT. FRANCE STILL PREDOMINANT. Times Cable. LONDON, April 8. The Paris correspondent of the Times states that after a secret conference, which has lasted three weeks, the British, French, Italian and Spanish experts have worked out a unanimous scheme for executing the Franco-Spanish arrangements affecting Tangier. They have now begun to consider Italy's demands. It is understood that Italy originally wished the discussions to include her Mediterranean aspirations, but her present demands refer only to Tangier. She originally desired the appointment of an Italian officer to the Gendarmerie as assistant to the Chief of Police, an Italian health officer to the municipality and an Italian Judge to the Mixed Court. There would have been little chance of the acceptance of these demands, but they have already been greatly modified. The correspondent predicts that France will retain her predominant position in Tangier and will control the port and the railway terminus. A semi-official assurance has been given that there will be no difficulty in meeting Italy's wishes as the policy of France is directed toward the Atlantic, not the Mediterranean.
