MIGRATION CONFERENCE
SITTINGS AT HAVANA. UNITED STATES POLICY. (Received April 8, 5.35 p.m.) A. and N.Z. HAVANA, April 7. An International Immigration Conference is being held at Havana. The American delegate, Mr.. Henry Carter, today submitted a letter stating that his Government desired him to say it did not feel it could appropriately submit to the conference a formal report of the sort contemplated in the resolution adopted at the Rome conference. As' regards, the effect given by the different Governments to the resolution passed at that conference the fundamental position of the United States was that the control of immigration was a matter of purely domestic concern representing the exercise of a sovereign right. As far as the United States was concerned the authority of its Congress on immigration matters was exclusive and while it was assumed that the Rome resolution did not contemplate any action inconsistent with that position,.'nevertheless, in order to avoid a misunderstanding the United States Government refrained from submitting- a report to this section of the conference regarding the effect given to the resolution passed by the Rome conference.
