ANOTHER BUILDING PLAN.

MEMBER'S' MINORITY REPORT.

(Received March 6. 5.5 p.m.) A . a nd N.Z. WASHINGTON, March 5. A Democrat member of tho Naval Committee of the House of Representatives, Mr J. V. McClintic, has submitted a minority report to the House. In this ho proposes to substitute for the committee's bill his own programme, which consists of 15 submarines at a cost of £15,000,000 and provision for changes in 18 battleships to make them serviceable as aircraft carriers at a cost of £3,600,000. Mr. McClintic says that actually the United States has 99.924 more tons of cruiser strength than Britain. Hi is expected that the majority report will be debated in the House on March 13 cr 15. Mr. McClintic alleges that the larger programme has been proposed in order to supply work for tho idle shipbuilding yards.
