GERMAN MEMORANDUM. PRACTICAL WORK NEEDED. SETTLEMENT OF DISPUTES. By Telegraph—Proas Association—Copyright. - (Received January 20. 5.5 p.m.) A. nnd N.Z.-Sun. BERLIN. Jan. 28. The German Government has sent a memorandum to the Security Committee ol the League of Nations, which is now meeting in Prague. It says the work of .committee should not he theoretical, but practical, becauso a system that was built up on theories only might dangerously complicate security in certain cases. "The abolition of war is only possible, the memorandum says, if means can be found to inaugurate amicable negotiations regarding all matters of conflict which have hitherto caused wars. The Hague Court, the memorandum points out, at present settles judicial conflicts, but the settlement of political disputes has not yet beon solved. The memorandum suggests a close examination of the covenants of the League. Article 1! might ensure that proposals Jor security would bo supplemented by special voluntary obligations, but all such agreements wouid be strengthened by g®neral disarmament. Obviously the League is unable to tcmpel its members to conclude mutual agreements, and the creation of allied groups within the League might easily cause a breach ftithin the League which would hinder joint action in the event of « crisis. If military sanctions were made the basis of the negotiations of the Security Committee it would resemble building a house roof first.
