PROVISION FOR APPEAL. BILL IN HOUSE OF LORDS. (Received November 29, 5.5 p.m.) A. and N.Z.-Sun. LONDON. Nov. 28. In the House of Lords the Criminal Appeal in Scotland Bill was introduced, to meet the case of Oscar Slater, who was recently released after being imprisoned for over 18 years in Peterhead prison, in connection with the murder of an old woman in Glasgow.
