ARRIVAL OF DELEGATION. MUCH PROPAGANDA ISSUED. A. and N.Z. GENEVA. Nov. 27. The Soviet delegation, headed by the Deputy-Commissar of Foreign Affairs,. Litvinoff, has arrived at Geneva, and occupies the whole third floor of the Hotel de la Paix, from which is being issued an avalanche of propaganda every day. Several hotel proprietors ha\ e firmly declined to accommodate the Russians, as they feared anti-Bolshevik demonstrations. Tiie party includes several women, who are smartlv dressed.
