"Candour compels a blunt statement that a menace to world peace to-day consists in the fact that Western Powers are holding the suzerainty of immense lands beyond their national necessities and are refusing to satisfy the pressing needs of other nations with surplus populations. "They hold immense territories without any population, while coolly advising congested nations to practise bnih control," the paper adds.
