MR. RONALD McNEILL.

MAY BECOME A PEER. FOREIGN OFFICE SPOKESMAN. (British Official Wireless.) A. and N.Z. RUGBY, Oct. 26. It is understood that Mr. Ronald McJNeill, who recently succeeded Viscount Cecil as Chancellor of the Duchy of Lancaster and has taken his seat on the Cabinet, will bo raised to the peerage and will speak for the Foreign Office in the House of Lords. It is assumed that Mr. McNeill will also take the place of Lord Cecil in representing Britain at the League of Nations. As Under Secretary of State for Foreign Affairs he spoke for the' Foreign Office in the House of Commons when Lord Curzon was Foreign Secretary.
