CAPITAL OF RUMANIA. PLOT TO RECALL CAROL. STRONG COUNTER MOVE. BRATIANO DETERMINED. WARNING TO OPPONENTS. By Telegraph—Press Association—Copyright (Received October 26, 5.5 p.m.) A. and N.Z.-Sun. LONDON, Oct. 25. A despatch from Bucharest says martial law has been proclaimed in the Rumanian capital and the Government has had further persons arrested. It announces that it is determined to crush any attempted Carolist coup. The letters found on M. Manoilescu, the former Under-Secretary of Finance, who was arrested when he was returning to Bucharest from Paris, included one appealing to the political leaders and urging the repeal of the law which denied Prince Carol the right of succession to the throne and appointed his son Michael ruler. Another letter was addressed to the people of Rumania calling upon them to declare themselves in Carol's favour if they %vished him to return. Carol's wife, Princess Helene, suddenly left Bucharest to-day. It is understood she has gone on a holiday to Florence for several months. It is semi-offi cially given out that her presence in the capital is undesirablo in case a conflict should occur. It is also urged that Carol's mother, the Dowager Queen Marie, would be better able to support the Government's policy than Princess Helene. It is believed Carol has a large following in the Army. A later message says the Rumanian Government has posted detachments of troops at all the public buildings in the capital and has warned the Opposition ists that the slightest agitation will result in the arrest of the leaders and a proclamation of a state of siege throughout Rumania. The Prime Minister, M. Bratiano, has summoned all the political parties to a meeting on Thursday to publicly declare their attitude toward the present regime. Those who do not obey the summons will be bx-anded as enemies of the State and will be tried for high treason. The special correspondent of the Daily Express at Bucharest says those who know M. Bratiano's fearless determination to crush the Opposition realise that he is most capable of high-handedly present ing a pistol at the heads of his opponents. King Michael's sixth birthday was celebrated to-day. The members of the Cabinet and of the diplomatic corps attended a service at the Patriarchal Church.
APPEAL TO THE PEOPLE. CAROL AND SUPPORTERS. STATEMENT BY THE CABINET. A. and N.Z.-Sun. BUCHAREST, Oct. 25. The Rumanian Cabinet has issued a statement to the effect that Carol attempted by letter to invite the party heads to a conference with a view to allowing the people to make a pronouncement on the question of his recall to the throne. This was regarded as a direct attack on constitutional order, hence the arrest of the former Under-Secretary of Finance, M. Manoilescu, who was conveying Carol's letter to Bucharest. Firm steps are being taken to prevent a recurrence of attempts of this kind.
