PROPOSAL BY NORWAY. NEW SYSTEM OF ELECTION. (Received September 15, 6.50 p.m.) A. and N.Z. GENEVA, Sept. 15. The Norwegian delegate to the Assembly of the League of Nations, M. Hambro, made an interesting suggestion before the Sixth Committee. He proposed that a single transferable vote, equivalent to the Australian preferential voting, should be used at elections to the Council.

Students of the League consider that this method would give the only possible chanco by which the Dominions could obtain a seat on the Council. At present the solid block of 14 Central and South American delegates vote first for their own candidate, then they vote again to fill the remaining vacancies. They are also susceptible to lobbying on behalf of the small European Powers. Their vote is decisive and a Dominion delegate cannot be elected to the Council without the aid of at, least some of the American votes f

The delegates from South Africa and Canada supported M. 'Hambro's proposal, but a British delegate, Captain Hilton Young, M.P., opposed it on the ground that the present method of election ought to be further tried. A sub-committee was appointed to consider the matter.
