DISFIGURING COUNTRYSIDE. POWERS FOR COUNTY COUNCILS PRIVATE MEMBER'S MEASURE. |"|!V Xi:i EGItATH. —SPECIAL REPORTER. 1 WELLINGTON. Tuesday. The Advertisements Regulation Bill, notice of which Mr. E. P. Lee (Oamaru) gave in tlie House to-dav, is intended to deal with the disfigurement of the countryside by hoardings. It is on the lines of the legislation in force in England, with certain modifications. Mr. Lee proposes to make counties separate areas and to give county countils the power to make by-laws. In England the areas are more extended. A safeguard against any injustice is provided in that the by-laws must be approved by the Minister of Internal Affairs, who can also direct inquiry to be made into any objections lodged. The main provisions of the bill are:— (1) That any county council may make by-laws tor the regulation and control of hoardings and similar structures used for advertising; (2) regulations restricting or preventing the exhibition of advertisements in such places and in such manner or such means as to affect injuriously the amenities of a public park or pleasure promenade, or to disfigure the natural beauty of a landscape or the view of rural scenery from a highway or railway, or from any public place or water. Railway stations, yards and platforms are exempted. The penalty for breach of the law is a fine not exceeding £5 and 20s for every day during which the offence is continued after conviction.
