THE CIVIC SQUARE.

Sir, —As a ratepayer I desire to protest against the dilatory action of the City Council in dealing with this valuable property. Leased as building sites it would produce a rental of £40.000 per annum, which might, with advantage, be applied to reduce the rates, besides providing work for two or three years for the unemployed in the building trade. All that the City Council seems to hav6 achieved is to lose two years' rental, about £BO,OOO, wasted £17,000 more of the citizens' money in compensating lessees, and ended by paying £IOOO to an expert for a report, and then treating it as "a scrap of paper." A Ratepayer.
