CHILD ENDOWMENT.

NEW SOUTH WALES BILL. CONSTITUTIONAL DIFFICULTY. A. and N.Z. SYDNEY, Jan. 21. At a meeting of the New South Wales Parliamentary Labour Caucus the Premier, Mr. J. T. Lang, said his Goveinment was concerned about the question of the constitutionual validity of the proposed child endowment scheme. The Attorney-General, Mr. E. A. McTiernan, had gone to Melbourne to consult the constitutional authorities on the matter. The feeling among Labour members generally is that the bill should be dropped as it cannot legally be applied to the children of New South Wales workers who are governed by Federal awards.
