BUCHAREST, Dec. 0 The arrival on Friday of Professor Hartmann, the Paris specialist, who is to perform an operation on King I< erdinand, and the arrival on Saturday of Queen Marie aire likely to decide the issue of peace or war in Rumania. Professor Hartmann's examination will decide whether the King shall abdicate or try to carry on. After that the Queen will settle the Regency question. The country is bitterly divided as to the Regency. General Mirescu, Minister of War, is believed to be too sympathetic toward the claims of Prince Charles and has been sent on a prolonged! tour to Bessarabia for fear he might use his influence with the army in Charles' favour. The Prime Minister, General Averescu, has taken over the War Office in the meanwhile. M. Bratiano, the Liberal Leader, who is the man behind the Throne, says the return of Prince Charles is a dead issue. His renunciation of his right to succeod to the Throne was siccepted by the Gov ernment, Parliament and the King, who iad written to General Averescu saying he would not tolerate Charles' return. A report from Paris to the effect that Queen Marie met the Prince there and had a secret interview with him is denied.
