The fight to secure permanent, seats, on the Council ,of the League of Nations will definitely open at Geneva on August 30,' when the Council, Reorganisation Commission will meet to consider the demand of Spain for a seat on the ; Council. i • The Geneva correspondent of the. Morning Post says the reply* of' the commission will'negative the demand, whereupon Spain will withdraw from the League cr accept a compromise. The instructions to the British delegation are to stand by the deraand of Germany for a seat first, but the delegation is favourable toward Spain if Germany can be persuaded to agree. The latter solution, however, is considered to be impossible, in view of the action"of the Scandinavian bloc in opposing the granting of additional permanent seats on the Council. Spain's withdrawal, therefore, is believed to be inevitable.
It is quite possible that Viscount Cecil's compromise, providing for three additional non-permanent will also be revised in view of the withdrawal of Spain and Brazil. * The Paris correspondent of the Morning Post thinks it is possible that the clairiis of General Primo de Rivera, President of the Spanish Military Directorate, to secure Tangier for Spain will be put forward as a basis for bargaining, when the League discusses the permanent-seats problem.
