RUGBY FOOTBALL.

NEW ZEALAND UNION. COMING OVERSEAS TOURS. VISIT TO AFRICA IN 1928. [BY TELEGRAPH. OWX CORRESPONDENT.j WELLI X o Tf)X. Tiln rsdav. The annual meetinc of the Now Zealand R.ugby Union was held to-day. the president Mr. IT. IT. Fraser (South Canterbury). i>residing.

'•We have had a splendid year." said the president. " and the season we have now entered upon bid:* fair to equal the many glorious seasons that have gone. Our plaving fields from one end of the Dominion to the other are hard put to it to accommodate the teams entered for our several competitions. and this, in my judgment, is the very best feature of our work. Continuing, he said that the encouragement of the mime in outlying districts was of first importance. Financially the union recorded a loss of A'9GO. but rememberimr that items which could ritrhjlv be debited against the 192-t season's accounts had to be paid in 1925. it w:k to be noted that there was a gain on the two seasons of £ 873 ••You will note from the report." proceeded the president, "that there is the possibility of establishing the Rugby game in Yictoria This. I know, you will nil regard as well worth while, as also was the action of the management committee in sending Mr. Fletcher to inquire fullv into the possibilities. We are now committed to the extension of the New Zealand team s tour to Melbourne to play one match, which will bo more or less of the nature of an exhibition match." Turninc to tours b.v overseas teams, the president referred to the visit to New Zealand of a French team nest venr and the acceptance by France of a team oi Maori players. "We all had reason to hope last year." said Mr. Eraser, "that before we assembled *his year an Imperial Advisory Board would be an accomplished fact, but these hones have been disappointed and we are now invited to another Imperial conference at tho close of the year and there is no certainty that the voice and vote_ we war*, in the government of the laws o! the game vjill be any nearer at the close of the con ference than it i« now. There is no onestion but that the overseas unions have played themselves into the position where they are entitled to be recognised as on an equality with the unions of Great Britain. Further than this, we have shown that we are as loyal to the spirit and rules of amateurism as is any country where Rugby is playe<l. "In my judgment it is un to the Rugby authorities in Great Britain to recognise these facts and to concede to us as honest a desire to further this splendid game as they themselves possess. Tho management committee is of the opinion that we should be represented at the conference in November or December next, but that we should not accept annual conferences r-s a solution of our wishes. We want an Imperial Advisory Board and the right to not only brim? forward remits, but to have a sav in t'o discussion of them and a vote as to their acceptance." The president said that it had been definitely announced that New Zealand would send a Rugby team to South Africa in 1928.

The following officers were elected:— Pa'ron. His Excellency the Governor-Gen-eral: president. Mr. C. M. McDavjtt (W,?iKatnl : vice-presidents. the presidents of affiliated unions: treasurer. Mr. WvHe; management committee. Messrs. H. Litt!<\ A. Kitto. W. Hornig. T. Fletcher. C Mnhiney. E. McKenrie and S. Dean. The Appeal Council was fixed in Auckland, Messrs. Arneil. Meredith arid Maclcio Demg appointed.

The second annual meeting of the Northern Waikato Rugby Union was held this week'. Mr. H. O. Mellsop was appointed to the chair, and delegates were present from the Pukekohe, Manukau. Franklin and Waiuku sub-unions. The report and balance-sheet disclosed a successful year both on the field and financially. Assets were stated to exceed liabilities to the amount of £25. Officei 9 for the ensuing season were elected as follows: Patron, Mr. 11. Wilcox; president, Mr. J. Dean; vice-presidents, Messrs. Mellsop, G. Carter, J. Pollock, 11. F. Wilkinson, J. R. Wilson, C. Foote, M. Aldred and L. Dunn; secretary and treasurer, Mr. Short; senior selector, Mr. W. It. Bilkey, junior selector, Mr. J. W. Olphert; delegate to Auckland Rugby Union, Mr. T. H. Patterson; match committee. Messrs. Dean, Short and (J. T. L'roude; grounds committee, Messrs. Bilkey and J. I'. Rae; hon. surgeon, Dr. Begg; auditor, Mr. M. S. Campbell. Vacancies were left for two further vice-presidents, to be nominated by the Waikure sub-union. A request from the Auckland Union that the Northern Waikato Union adopt a different name owing to contusion with the Waikato Union was acceded to. In future the name will lie South Auckland Union. The Huntly Club, which, it was stated, had beou recently formed, was given permission to ufhliate with the Hamilton Union this season provided the Waikare sub-union did not object. It was decided to ask the Auckland Union to discourage country players from joining city clubs unless they became genuine residents of the city. With a view to forming a South Auckland Rugbv Referees' Association, it. was agreed to ask each sub-union to send two referees to a meeting at/ the end of this month. A complaint by the- Manukau Referees' Association that two of the Manukau Union's clubs had refused to honour a decision by the Manukau Union that referees be paid a flat rate of 15s a match to cover expenses was dismissed, it being stated that the arrangement for a flat rate was not in accordance with the Auckland Union's rules and the Manukau Union had rescinded ils decision. Except for a match in connection with the Franklin Winter Show, it was agreed that the inter-sub-unioii matches should not start before July 21.
