NEW RULE IN COMMONS. SUSPENSION OF OFFENDERS. Australian and N.Z. Cable Association. (Reed. 12.15 a.m.) LONDON, March 30. The House of Commons to-day agreed to an amendment of the Standing Orders to the effect that a member who defies the Chair shall be suspended for five Parliamentary days on the first occasion, 20 days on the second, and on any occasion after that until the House terminates his suspension.
