Feb. 28 According to Zinovieff, the Bolsheviks are apparently in no way discouraged by the failure of their attempts to provoke revolutions in Germany, Bulgaria and Esthonia. In addressing the sixth congress of the Third (Communist) International at Moscow, Zinovieff, who is the president, said that although the situation in the Balkans had apparently been stabilised, he still regarded them hopefully as a source pregnant with sudden happenings which mightbe fatal to capitalism. Europe still held first place in the International's plans of world revolution. The East came second and America third.

Zinovieff discussed at length the revolutionary development of the British working classes and enlarged on the prospects of severing the links between the Dominions and the Motherland. MCE AGAINST TIME.

CONDEMNED MAN'S FATHER. MAY ARRIVE AFTER EXECUTION. Australian and N.Z. Cable Association. (Reed. 8.85 p.m.) LONDON, Feb. 28. Tribitsch Lincoln, father of Bombardier Lincoln who has been condemned to death in connection with the Trowbridge murder, has been dejayed owing to monetary difficulties. It is regarded as unlikely that he will reach England in time for the execution of hi? son.

This announcement follows a most dramatic story of the father's dash against the clock from Ceylon, where he lately became a Buddhist novitiate. He landed at Marseilles to-day .and expected to reach Paris to-morrow and London possibly late that afternoon. Should there be any hitch in the arrangements the father's dramatic race may be fruitless unless the execution is postponed. The elder Lincoln, who was discovered to bo a spy during the war, was to-day met at Marseilles by a representative of the British Consulate, who informed him of the rigid conditions which would attach to his landing in England/ He will be met by members of the Scotland Yard force, and will be under police supervision the whole time of his stay. Immediately after he has seen his son he must accompany the officers to an unnamed port for deportation again.
