THE MINISTER'S POIJCY. HEAVY TAX ON TOBACCO. (Received 5.5 p.m.) Heut.er. PARIS, Jan. J. Further details of the financial proposals of the Minister for Finance, M. Doumer, show that provision is mado for an autonomous fund for the redemption of the public de'bt, to be administered by a council composed of independent and impartial high officials. Besides a minimum allocation of 2,600,000,000 francs, tho fund will receive any Budget surplus, as well as donations and legacies. The prico of tobacco will bo increased fivo-fold compared with pre-war prices. As a result of the new tax, it is stated that the new special temporary tax on payments will not apply to indispensable foodstuffs.
