Doumer, show that provision is mado for an autonomous fund for the redemption of the public de'bt, to be administered by a council composed of independent and impartial high officials. Besides a minimum allocation of 2,600,000,000 francs, tho fund will receive any Budget surplus, as well as donations and legacies. The prico of tobacco will bo increased fivo-fold compared with pre-war prices. As a result of the new tax, it is stated that the new special temporary tax on payments will not apply to indispensable foodstuffs.
