THE WELLINGTON PROBLEM. COUNCIL MEMBER'S PROPOSAL. TOWN CLERK UNDER A HEAD. fIIY TELEGRAPH.—OWN CORRESPONDENT.] WELLINGTON. Wednesday. The Wellington City Council at its last meeting adopted a cecommendation of the Finance Committee that applications be called for the filling of the position of town clerk rendered vacant by the retirement of Mr. J. R. Palmer at a salary of £1450 per annum. Mr. G. A. Troup, who has given notice to mov6 that a city manager and a town clerk should be appointed at salaries of £1450 and £BSO respectively, gave the following reasons to-day why serious consideration should be given to the proposal for the appointment of a city manager:— (1) The magnitude of the city and its operations demand a thorough overhaul and a proper organisation. (2 )There must be a head officer to secure efficiency, co-operation and coordination. (3) It is no use calling a man " town clerk " if he is to be a general manager. (4) The title " town clerk " xnay mean general manager. The title " general manager " must mean general manager. (5) By settling the matter once and for all endless trouble will be saved in the future. (6) There is more than ample work for both officers. (7) The general manager needs to be free to get about to see where greater efficiency may be obtained. (8) The trading concerns of the council make the appointment of a genera! manager a necessity.
