JUSTICES IN CONFERENCE.

•*&* WELFARE OF PRISONERS. PAYMENT AND DEPENDANTS. [BY TELEGRAPH. —PRESS ASSOCIATION. ] CH RISTCHURCH. Wednesday. The annual conference of the Justices of the Peace Federation was resumed this morning, Mx. Herbert Smith occupying the chair. The following motion was carried: That the several associations be recommended to take an interest in the welfare of all discharged prisoners, and also tho wives and families, and that practical assistance be extended to those who require assistance. Payment of prisoners was discussed, and it was noted that prisoners were not paid for tho first threo months of their sentence. It was suggested that they should be paid, and that their wages should go to keep their deserving dependants. The question was referred to the. various associations, and will be brought up again at next conference. Mr. L Salek moved that the Government establish a Borstal Institute for women. He extolled the work of tho Point Halswell Institute under Government control, and referred to the large amount of Government money paid to private institutions for the upkeep of women prisoners. The motion was carried.
