POLITICIANS IN CANADA.
RIGHTS OF MINORITIES. RACIAL QUESTION DEBATED. (Received 5.5 p.m.) Renter. OTTAWA. Oct. 13. Senator N. A. Belcourt. formerly Speaker of the Canadian House of Commons. to-day welcomed to Canada tho delegates to tho Inter-Parliamentary Union's Conference. The final session of the conference was then held, after which an adjournment was made to Washington. In discussing the rights of minority nations in the morning all the speakers oil the subject referred to the exemplary relationship existing between the two races of Canadian people. A resolution was adopted favouring the reference of matters affecting racial minorities to the International Court of Justice. The question was debated throughout the day. On the final vote the majority of the British delegates declined to vote, those of the British delegation who did so voting in favour of the resolution.
