NOT TO BE ADVANCED. ''The rates are not going up this year," stated the Mayor of Wellington, Mr. CJ. B. Norwood, this week, "'but the council will not have money'to spare; in fact, it will have to go very carefully to live within its income, for a considerable amount of special expenditure will have to be met. This will inelude tho £2OOO for the entertainment of the officers and men pf tho American Fleet, the council's Contribution of £ISOO toward tho provincial court at the Duncdin Exhibition, a torn necessary for the completion of the now pavilion at the Basin Reserve, another sum incurred by tho purchase of the section on which tbo women's rest room is now being built, and other amounts—Borne large, some small."
