BORROWING PROPOSAL.
LOAN FROM UNITED STATES. LARGE SUM ALREADY PROMISED. Renter. PARIS. Feb. 10. The Minister for Finance, M. Clemcntel, announced in the Chamber of Deputies that the Government intends to conclude a foreign loan after tho Budget has been passed. The United States had, he said, already promised a loan of ICO.COO.OGO dollars.
