SCANDALS IN GERMANY
FURTHER ARRESTS MADE. ADVOCATE AND POLICE CHIEF. Australian and N.Z. Cable Association. (Reed. 5.5 p.m.) BERLIN, Feb. 13. Dr. Werthauer, a prominent advocate, has been arrested in connection with tho Barmat affair. Proceedings have also been instituted against Herr Richter, chief of the Berlin police. MONARCHISTS' TACTICS. PARTY POLITICS DISGUISED. FREQUENCY OF ARRESTS. Times. LONDON. Feb. 12. The Times suggests that the German Monarchists, having been beaten in open fight, are now cleverly engineering political scandals and disguising party issues under legal proceedings. " Arrest follows arrest," remarks the paper, " and no party, no office and no character is safe, although nobody yet seems to have been tried. " It would be grotesque for foreigners to attempt to express an opinion as to the truth or falsehood of the charges. Certainly the tone of the public life of the Reich has become sadly depraved."
