LORD DERBY EXPLAINS.

LONDON, Dec, 7.
'1 he Earl of Derby, who was Secretary of State for War in Mr. Baldwin's first Cabinet, explained to a meeting of Lancashire Conservatives why ho was not invited to join the present Cabinet. He said that he did his utmost to reconcile the two wings oi' the Conservatives during Mr. Baldwin's first Government.
"I told Mr. Baldwin," said Lord Derby, "that if by any chance Mr. Austen Chamberlain, I/»id Birkenhead and others were joining tho Cabinet, I would willingly stand out.
"Mr. Baldwin took mo at my word, and lam glad that ho has done so. He told me thai/ if it had not been my expressed wish to stand out, Tie would have invited mo' to join the Cabinet."
