[BY TELEGRAPH. —PRESS ASSOCIATION.] THAMES.»Friday. .. The Thames County Council has ap--pointed Mr. James Higgins as county engineer. There were 18 applicants. Mr.} Higgins was engineer to the Hanraki' Plains County for two years, but resigned recently.
