The newspaper Le Journal reports that a Note has been drawn up by the com-, mission which investigated the question of the resumption of relations with Russia. The Note briefly outlines a vast system for an international regime to take up the . reorganisation of Russia's foreign trade, at the same time assuring, as far as possible, the gradual liquidation of Iter liabilities. . The paper describes this as an application of tho principles of the Dawes plan to the solution of the Russian debt problem.
