DROUGHT AND LOCUSTS.

DAY OF PRAYER OBSERVED* _ -■ i A. and N.Z. CAPETOWN, July 27. To-day was observed throughout the Union of South Africa as an official day of humiliation and prayer. The observance was ordered by a Government proclamation in view of the drought and the plague of locusts., Churches of all' denominations participated in the special services of intercession. The Governor-General, the Earl of Athlone, the Prime Minister, General Hertzog, and members of the Cabinet attended a special service at the Dutch Reformed Church at Capetown.
