DISSATISFACTION IN BERLIN.

A. and N.Z. A PAEIS. July 11. Interpellating tKe Government on its foreign policy in a crowded Senate, M. Poincara, the ex-Premier, deprecated the substitution by the British Prime Minister, Mr. Ramsay Mao Donald, and the French Premier, M. Herriot, of persuasion for constraint o£ Germa.ny. M. Poincare said that his opinion was that the London Confeience ought not to have been convoked until Germany had voted the measure required under the reparation experts' plann. He expressed dissatisfaction with the communique issued after Wednesday's conference, and contended that the Reparation Commission should continue to decide the question of German defaults. Each of the Allies should retain the right to act alone in the event, of default, though concerted action would bo preferable. A message from Berlin states that bitter disappointment is felt in political circles regarding the Herriot-MacDonald meeting. Fears are expressed that the London Conference will virtually fail in its objects. The newspapers are particularly dissatisfied with the decision that the Reparation Commission is to be the final arbiter of the manner in which the experts' plan shall be carried out. x\lso there is uncertainty as to whether the German delegates will be invited to London in a consultative capacity, or simply bo confronted with a protocol to sign. This is a point upon which official circles are urgently seeking enlightenment.
