CHINA AND RUSSIA.
LULL IN NEGOTIATIONS, FRANCE AND HER INTERESTS, Reuter. PEKING. July 11. Present indications point to the Chinese Government complying shortly with the request of the Soviet to exchange ambassadors. The request \vas made by the Soviet representative Karahan, shortly after the agreement between China and Russia was concluded. The Chinese Government replied t/ha/fc Ibis was ai new question not covered by the agreement, and that it would require time to settle. There is a temporary lull in the negotiations. Moscow has not yet ratified the agreement. The French Legation sent three notes to the Peking Ministry concerning the agrv--ment. The first dealt with the general principles of the agreement. The second referred to the payment of German funds to China. The third related to the handing over of the Deutsch Asiatische Bank in view of the fact that the French bank at Peking holds a mortgage over the German bank buildings.
