BRIGAND CHIEF HONOURED.
RAISULI AS A GOVERNOR.
LONDON, May 7.
The Spanish Government, according to the Tangier correspondent of. the-Times, proposes to nominate Raisuli, the brigand chief, for the post of Caliph of the Spanish zone in Morocco. This would enable the Spaniards to withdraw their troops to the coast and leave Raisuli Jo govern.
