ROADS, GOOD AND BAD.

Sir,—The usual method of estimating the value to a community of first-class main roads is based on the cost of constructing the respective systems per mile, plus current interest and maintenance. But surely that is not' correct, because the cost of haulage per ton per mile varies greatly with the class of road. Consequently any system which reduces the cost of haulage and wear and tear on vehicles should be credited with all such savings per cent., and that nay make the dearest system the most economical. iNQcraEE.
