AMERICAN APPOINTMENT. Australian, and N.Z. Cable Association. (Reed. 5.5 p.m.) "WASHINGTON. April 4. Mr. Elwood Mead, a noted engineer, has been appointed Commissioner of the Bureau of Reclamation in the United States Department of the Interior. , He is being granted leave of absence by the University of California, where he is Professor of Irrigation, to assume his new duties. The first of these will be the reorganisation of the reclamation service.
