Mr. Mcintosh urged that the J board * should compile a new set of by-laws. The chairman said there : were certain objections to adopting the same regulations as were in force in the city, There was, nevertheless, need for uniformity. • Mr. Clayton pointed out that a new set of heavy-traffic by-laws was necessary if • the roads were to be protected from abuse. ■' It was resolved to hold a special meeting to discuts the question. . The preparation of a detailed annual report 'was recommended by Mr. Chapman. Mr. Clark said it was doubtful ; whether the public would • appreciate the motives of the board in incurring the expense of issuing a comprehensive report. The proposal was deferred for consideration by a special meeting. A communication was received _ from , the Penrose Ratepayers' Association, directing the board's ■ attention to the bend in O'Rorke Road, and urging its elimination 'on t the ground that it constituted a menace to traffic approaching the railway crossing. The engineer stated- that the road did not present any particularly dangerous features. Several letters were received from financial institutions in connection with the loan of £18,000 for drainage work. The district public trustee's offer at 6 per cent., with a 1 per - cent, sinking fund, was accepted. It was decided to take up the money in instalments extending over a period of 12 months. The clerk reported that rates totalling £15,182 had been collected during „the year, and that there was a balance outstanding of £691. ; • - It was stated that 16 building permits, representing a total expenditure of £3066, had been authorised during February.
