CLEARING HOUSE PROPOSAL. FIRM AMERICAN REJECTION. Australian and N.Z. Gable Association. (Reed. 8.5 p.m.) KCTif YORK. Mar. 17. The Secretary of State, Mr. C- E. Hughes, in a Note to M. Jusserand, the French Ambassador, replying to the French Government's suggestion for the establishment of an international clearing house to settle war debts, states that the United States will not bo a participant in any clearing house or other co-ordinating agency to deal •with the settlement of war debts. Mr. Hughes points out that the United States Government feels that the Foreign Dobt Commission created by Congress for this work is sufficient to deal wi'th any question relative to the payment by foreign Governments of their debts to the United States.
