FRANCE AND HER DEBTS.
ASSURANCE TO AMERICA. HER WORD TO BE KEPT. IRRESPECTIVE OF GERMANY. By Telegraph— Association Copyright. A. and N.Z. WASHINGTON. Dec. 6. What is considered an important pronouncement regarding the French Government's attitude to France's debt to the United States was made by M. Paul Dupuy, a French Senator and owner of Lre Petit Parisien, who is a close friend of M. Poincare. M. Dupuy said : " France has always kept her word, honoured her signature, and never denied her debts. Naturally the question of reparations is a somewhat complicated matter. We are unable to pay you now because the Germans are not paying us, but France does not consider the German failure as freeing herself from her debt to the United States." The statement is deemed to be highly significant, because it is known that M. Dupuy conferred with M. Poincare to obtain specific instructions how to answer American inquiries concerning the French attitude on the debt question. Observers discern an intimation that France will seek a settlement of the debt question at an early date.
