It is understood that when the Foreign Debt Commission meets next month, Senator Reed Smoot will propose that a diplomatic memoranda be sent-to debtor nations who have " not yet* arranged a settlement, urging the latter to negotiate funding arrangements. . A feeling exists . among various members of the commission that American leniency, which, it was hoped, would give an impetus to the economic rehabilitation of Europe, has had a contrary effect, and that the United States,- which at all times has insisted that debts must be ultimately paid, would probably do greater good by asking for a speedy understanding on a business basis.
