BAROMETRIC BY-ELECTIONS.
PROHIBITION AN ISSUE.

By-elections to be held to-norrow are arousing much interest, although opinion varies concerning their importance. Governors will be elected in Kentucky, Mississippi, and Maryland, a Senator for Vermont, and six representatives, four for New York and one each for Vermont and Illinois.
Republicans claim that the issues everywhere are local and although the contests are attracting much attention in the respective States, they will have no effect nationally. Democrats, however, insist that the results will give further indications of Democratic ascendancy, and the chances of victory in the Presidential campaign in 1924. Prohibition is the issue in Vermont, where some observers expect a victory for the "wets." Although Vermont traditionally is "dry" ground, the Volstead Law cannot be enforced there.
The Ku Klux Klan is the issue in the Southern States, where the "invisible empire" has grown to such strength that it is attempting to obtain control of the Government.
