NEW "U AVAL POLICY. SUBMARINES -AND AIRCRAFT SIR PERCY SCOTT'S VIEWS. By Telegraph—Press Association—Copyright Times. LONDON, July 22. Admiral Sir Percy Scott remains impenitent in his denunciations of Singapore as a naval base, hut replying to critics he incidentally gives his opinion regarding Japanese naval activity. He says that it is quite true "that Britain cannot send a battle fleet to the Far East, but such will be no less true in the future, because Japan, since the Washington Conference, had strengthened her fleet in vessels not limited. She is also building up the finest air force in the world and establishing aviation and submarine' bases throughout her possessions; and therein Britain as a friendly nation is assisting. • Sir Percy Scott infers that Singapore should be defended by submarines and aeroplanes. , ■ '
