LONDON. March 3. Failure of the United States Congress to pass the Ship Subsidy Bill, a measure designed to enable the United States mercantile marine to compete with the. British, will involve the sale of 1700 American cargo and passenger vessels, aggregating more than 11,000,000 tons.
