The Washington correspondent of the New York World learns that the State Department has ■ formally demanded that China shall punish the murderers of Mr. Charles Coltman, an American who was shot by bandits in December last... The Note also demands that China shall apologise to the United States, that responsible officials shall be removed from office with a pledge that they shall never again be placed in official posißcr., and that Mr. Coltman's family shall be compensated. The Note, which is couched in very forceful terms, insists that China shall safeguard American citizens and suppress banditry.
