FRANCO-POLISH PROTEST. Reute'r. LONDON, Feb.' 3. Reports have been received .that the Germans yesterday stopped the ParisBucharest and Paris-Prague expresses on the ground of the shortage of coal. The French retaliated by suspending passenger traffic on the Karlsruhe-Basle lines, except the express to Holland. ! French and Polish diplomatic representatives handed to the German Foreign Office a Note protesting against the restrictions on the international train service between France and Poland as a violation of the Versailles Treaty.
