COUNCIL TO BE CALLED. BISHOPS OF ALL NATIONS. Reut<?r. ROME, Dec. 25. The Pc-p? has aoidrsssed an encyclical to Roman Catholic bishops, pointing out the necessity for reconstruction of society find the restoration of peace throughout, the vrorld. He expresses joy that all rations except Italy now have friendly relations with the Holy -See, and announces that he ■will probably call a great meeting of the Episcopal world to be held at Roms during the approaching jubilee year, 'which "will be a continuation of the Oecumenical Council held at the Vatican in 1870. The Tope hopes that all still outside the Church of Christ may enter, ar.d says this hope is encouraged by almost all States of the world having entered into relations "with the. Apostolic See. Ho regrets that his country, the centre of Papacy, is not represented. The Pope protests against the papal situation in Italy, saying Italy has nothing to fear from the Holy free. He condemns divorce, improper dances, and fashions.
